To setup homepage,Go to Dashboard >> Pages –> click on “add new” button
Create Page and select “Homepage Template” then Go to Dashboard >> settings >> reading & select static front page.

To edit all homepage contents through Customizer, Go to Dashboard >> Appearance >> Customize >> Home Sections.
